With reference to Colonial Office letter

No. 53838/10/40 of the 20th March, I am directed by

Viscount Halifax to enclose a copy of a draft telegram

which, subject to the concurrence of Mr. Secretary

MacDonald, he proposes to address to His Majesty's

Ambassador at Tokyo on the subject of the continued

attacks by Japanese naval vessels on fishing and cargo

boats in the neighbourhood of Hong Kong.
